(1) The Government of Nepal may make rules to implement the objectives of this Act.

(2) The Government of Nepal may, in particular, so that the powers conferred by sub-section (1) do not have any adverse effect in general. May make rules on the following subjects:-
(a) matters relating to drinking water, irrigation, water transportation, industrial use, recreational use and other such uses of water resources,
(b) Matters related to water resources protection, flood control and landslide prevention (c) environmental matters,
(d) Matters related to fees, duties, etc. to be submitted to the Government of Nepal for using services related to water resources,
(e) matters relating to prevention of pollution of water resources,
(f) Different utilization methods of water resources,
(g) Matters relating to the determination of the level of service arising from the use of water resources,
(h) Accidents that may occur from the use of water resources and their investigation and compensation related matters.
(i) Consumer organizations and other arrangements related to consumers as well as matters of providing protection and convenience to consumers,
(j) Other essential matters related to the development and use of water resources.
